The following guide provides information about the January 25, 2023 National Institutes of Health Data Management and Sharing Policy. Content includes resources and avenues to support for planning and execution of the policy throughout the grant process.

Planning

Pre-Proposal Planning

Prior to writing the plan there are several elements that may require decisions and details in the context of the project. Establishing initial answers to these questions prior to writing the plan will help surface any essential cursory needs that will be referenced in the plan, e.g.  identify any budget requests, draft data use agreements) and make the plan as viable and competitive as possible.

The following information identifies a majority of these elements though you may identify other relevant elements specific to your project needs. 


Federal agency definition for scientific research data

Federal funding agencies have a standard definition of research data that identifies applicable types of project content relevant for sharing.

The recorded factual material commonly accepted in the scientific community that are sufficient to validate and replicate the findings regardless of whether the data are supporting publications.

Initial planning questions

The big question: In the context of the specific project proposal how do we maximize sharing to the greatest extent possible and maintain ethical and compliant security practices ?

 
To what extent can anticipated data be shared?
  • Are there certain data that must remain restricted?

Determining the level of sharing (eg: publicly, controlled access) will inform other needs.

Data Classification and Handling Procedures - Secure Purdue

 

Are there actions that may facilitate open or controlled sharing?

 

If limitations exist, what are the justifiable reasons?

 

Where will the data be archived and preserved?
  • What are the relevant and compliant options available for sustaining post project?
  • Do these options require elements from the other list items? (e.g., Data Use agreements, funding)
  • Repositories for Scientific Data Access

 

Will the project require any funding for management and sharing actions?

 

Are there additional policy requirements​ from the ICO or RFP?

 

Are there campus policies or campus contacts needed in the process?
