Background Information

ADA Title II

On April 24, 2024, the Department of Justice ruled that all state and local governments' web content and mobile apps should meet the technical standard Web Content Accessibility Guidelines (WCAG) Version 2.1, Level AA by April 24, 2026 (for entities with populations of 50,000 or more).

What does this ruling apply to?

This ruling applies to all web content and mobile apps. “Web content” is defined as the information and experiences available on the web, like text, images, sound, videos, and documents. For more information on how the Department of Justice defines “web content”, please visit the appendix of the official ruling – Section 35.104 Definitions.

The Digital Accessibility Skills Guide

In an effort to help Libraries faculty and staff feel more prepared to create accessible content, the Libraries Accessibility Working Group created this guide, intended to provide guidance and resources on seven core digital accessibility skills applicable to anyone creating digital content.

These skills include:

  • Using Headings
  • Writing Links
  • Understanding Color Contrast
  • Creating Lists
  • Adding Alternative (Alt) Text
  • Creating Captions (for videos)
  • Building Tables

We've also included a section on Other Resources where you can find resources from other campus units, accessibility organizations, and more.

Please note that the content of this guide may change as more resources become available.
