Other "impact" scores

JCR also reports the Eigenfactor Score. It is an effort to weight the sources of those citations, so a citation for a top-tier journal is weighed more.  This involves a complicated computation. The Eigenfactor Score uses data from JCR but measures the percentage of time that a model researcher following citations visits that journal. 

The Article Influence Score, also reported in JCR, is more comparable to the impact factor. It scales Eigenfactor score by the number of articles published by the journal.

Are there other databases that provide rankings similar to "impact" measures?

Yes, Journal-Ranking.com is a similar source.  Registration is required, but free.

Journal Citation Reports and "Impact Factor"

Is there a way to determine the quality, influence or impact of a specific journal or discipline?

Yes, Journal Citation Reports (JCR), calculates the Journal Impact Factor by counting the number of times the articles in a journal are "cited" or listed in bibliographies of other articles in the database. The Impact Factor is derived by dividing the numbers of citations to a journal by the numbers of articles published over a 2-year period. 

JCR also reports the Eigenfactor Score and the Article Influence Score.

Journal Citation Reports (JCR) is divided into Science Edition and Social Science Edition.  Its strengths are in the sciences. JCR Social Sciences Edition contains data in the social sciences including the Education field.

JCR database is based on the citation data in Web of Science.
